There are financial irregularities in the country's district level land records room. To get rid of the land, 56 percent of the service providers have to pay bribe an average of 737 rupees. However, the Union Digital Center (UDC) does not have to face any financial irregularities for the service providers to get the same service.
Transparency International Bangladesh (TIB), a research report titled 'Union Digital Center in Civil Services: Introduction, Chances and Challenges'. The research report was presented at a press conference organized by TIB at the Meghmala conference hall of Dhanmondi's Midas Center on Sunday noon.
This study was conducted from June 2016 to August 2017. The research report says that a potential initiative of the Union Digital Center (UDC) to make public, commercial and information services digital and rapidly available to the public at grassroots level. Through this initiative, the opportunity to reduce the amount of time spent on the union level, application for withdrawal of land, registration of expatriate workers, registration of Hajj, passport application, various government information services, expenditure of money, time and number of time has been created. These centers provide a large number of services to the people despite the lack of significant equipment in the UDCs, inadequate availability of uninterrupted power supply and slow internet speed.
The study found that 48.3 percent of the district-level service attendants had to spend four to five hours for applying for the cultivation of land. And the cost of stay-food and transport was to cost an average of 449 and three times to go to the office of the district administration. Besides, 56 percent of service providers have to pay bribe an average of 737. On the other hand, the UDC had to spend one to two hours in the application for the recycling of the land, there was no expenditure on the food and commerce, and twice had to go to UDC. Apart from this, none of the surveyed service providers have been subjected to financial irregularities, bribes or financial transactions.
At the press conference, TIB Executive Director Iftekharuzzaman said the digitalization process of government organizations was taken several years ago. Despite that, it was not implemented very much. This is because the officers and employees of the land sector are benefitted. This study clearly states that if people can do digitalization, people will be released from cheating or harassment. As soon as possible the digitalization will be speeded up in all services, the more people will be released from irregularities-corruption.
The research has followed quantitative and qualitative methods. The survey was conducted in 105 UDCs of the country. In the field of quantitative data, separate survey was carried out at the Khana level (3035 Khana), Secretary of the Union Parishad (91) and Uddi's entrepreneurs (104). Interviews of 82 different local government officials, including UP Chairman, Upazila Nirbahi Officer, Additional Deputy Commissioner, are the main informants for quality information.
The study found that due to the excessive use of SIM modem for Internet connection, the Internet was slow. Because of this, online service delivery is delayed for most UDCs. The service was hampered due to insufficient supply of uninterrupted power supply. But the surveyed UDCs are open six days a week and every day for nine hours.
